FortiGate SSL VPN to IPsec Migration: Upgrade Planning Guide
Plan a FortiGate remote-access migration before a firmware upgrade: identify affected users, test authentication and routing, and budget for the complete change.
Key Points
- FortiOS 7.6.3 removes SSL VPN tunnel mode across FortiGate models; migrate before crossing that release boundary.
- Treat tunnel mode and browser-based Agentless VPN as separate capabilities.
- A successful login is only the first test: verify application access, DNS, permissions and recovery.
- Choose replacement hardware around inspected traffic and remote-access requirements together.
Do not make the firmware upgrade the first step of your VPN migration. A branch firewall can have enough performance for the next several years and still interrupt every remote worker if its access method is incompatible with the target software. The useful purchase and upgrade question is therefore broader than which FortiGate has the fastest VPN figure: can the complete remote-access service survive the change?
This guide is a planning review based on official Fortinet documentation, not a tested configuration for a particular network. The cover shows conceptual equipment. For appliance selection alongside this work, use our FortiGate 40F, 50G, 60F, 70G and 90G comparison.
The Release Boundary That Changes the Project
Fortinet's FortiOS 7.6.3 release notice says SSL VPN tunnel mode is replaced with IPsec VPN on all FortiGate models. The old tunnel configuration is not carried forward, and migration must happen before the upgrade. This is a software boundary, so buying a larger appliance is not a way around it.
Separate that change from web-mode support. Fortinet renamed SSL VPN web mode to Agentless VPN; availability still depends on hardware and release. Check the notices and CLI reference for the precise target SKU. An old comparison table listing SSL VPN performance is not evidence that a newly installed firmware supports the feature.
Write the current model, current firmware, proposed firmware and remote-access method at the top of the change record. If any of these is missing, the upgrade is not ready for scheduling. Include HA members and centrally managed devices in that inventory.
Inventory the Service, Not Just the Tunnel
A VPN service consists of identity, connectivity and access rules. Replacing only the tunnel object leaves the other two layers open to mistakes. Build an inventory that a second administrator can review without reading the entire firewall configuration.
| Inventory item | Record | Acceptance evidence |
|---|---|---|
| User populations | Employees, contractors and administrators | One representative account per permission group |
| Authentication | Identity provider, MFA, certificates and group mapping | Normal login and rejected-login results |
| Applications | Internal names, destinations and required services | Application-level success, not just a ping |
| Traffic policy | Split or full tunnel, DNS and address pools | Expected routes and name resolution |
| Endpoints | Operating systems, client versions and management method | Results from each supported endpoint group |
| Operations | Logging, support contacts and recovery access | A documented failure and recovery drill |
For example, a contractor may connect successfully but gain access to a server segment previously blocked by the old policy. Conversely, an employee may receive an address and still fail to reach an application because its internal hostname resolves incorrectly. Both are failed migrations even though the client displays “connected.”
IPsec Transport and TCP 443
Fortinet's migration guide describes IPsec over TCP, including port 443, for environments where the usual UDP transport is obstructed. It documents FortiOS 7.4.2 and FortiClient 7.4.1 as the relevant starting versions for that transport capability; check the platform-specific client documentation and compatibility for your actual rollout.
A port number alone does not make a connection universally reachable. Test from home broadband, mobile tethering and the restrictive networks your users actually visit. Treat any upstream firewall, captive portal or proxy as part of the path. Keep a separate record of connection success and usable application performance.
Also check for port ownership conflicts on the public address. A remote-management service, published application or existing VPN listener may already be part of the design. Resolve that deliberately with the network owner rather than changing listeners during a rushed outage.
Build a Pilot With a Clear Pass Condition
Our suggested rollout uses a small group with deliberately different needs: one ordinary employee, one privileged administrator, one contractor and one user with a less common endpoint platform. The objective is to expose policy differences before the whole organization depends on the new path.
- Capture the baseline. Save configuration backups and record current application behavior, addresses and routes.
- Prepare the replacement path. Translate access intent into the new design instead of copying obsolete settings mechanically.
- Test the negative cases. Confirm that disabled accounts, incorrect credentials and forbidden destinations remain blocked.
- Exercise reconnects. Include sleep/wake, network changes and an interrupted session.
- Test recovery access. The administrator performing the upgrade needs a path that does not depend on the service being changed.
- Collect user evidence. Ask the pilot group to complete real tasks and record failures before wider rollout.
Define who signs off each application. “The VPN works” is too vague for a change affecting payroll, file shares or business systems. A short acceptance sheet with named owners gives the maintenance window a concrete exit condition.
What This Means for Hardware and Budget
If the migration coincides with a refresh, size for the combined workload: remote workers, site-to-site traffic, inspection, logging and expected growth. Vendor throughput figures describe particular test conditions; they do not establish how your authentication, traffic mix and security policy will behave together.
The 90G, 120G and 200G comparison helps narrow the next hardware tier. Use the FortiGuard bundle guide separately when reviewing security subscriptions. Avoid assuming that one bundle label answers every endpoint-management or support question.
Ask suppliers to distinguish appliance cost, security services, endpoint management, authentication dependencies, migration assistance and the overlap period. A quote that omits endpoint rollout labor can look cheaper while leaving the most time-consuming part of the project unfunded. Search exact SKUs in the Fortinet price-list catalog and compare complete offers on the same term.
Before and After the Upgrade Window
Before the window, distribute the approved client profile and user instructions, confirm support coverage and rehearse recovery. During the window, retain configuration exports and a change log. Afterward, repeat the same acceptance checks used in the pilot, including denied-access cases.
For centrally managed deployments, follow Fortinet's documented management-system upgrade sequence and compatibility requirements. Do not assume a local configuration edit will remain authoritative after the next policy installation. Finish by confirming that monitoring, configuration management and the deployed endpoint profile all describe the same service.
The buying decision is complete only when the replacement hardware, firmware and operational procedure fit together. Our FortiGate buying guide provides the wider sizing checklist.

FAQ
Does FortiOS 7.6.3 still support SSL VPN tunnel mode?
No. Fortinet documents its replacement with IPsec VPN across all FortiGate models in that release. Existing tunnel-mode settings do not migrate automatically.
Is Agentless VPN the same as an IPsec tunnel?
No. Agentless VPN is the renamed browser-based SSL VPN web mode, where supported. Check the exact model and target release rather than assuming it replaces a full client tunnel.
Should I replace the firewall just to preserve SSL VPN?
Do not select hardware around an obsolete tunnel-mode requirement. First design supported remote access, then size the appliance for that design and its other security workloads.
What should a migration acceptance test include?
Successful authentication, permitted and denied application access, internal DNS, reconnects, representative external networks, monitoring and a rehearsed recovery procedure.
